The wonder and magic of attending a live performance is inspirational for all who attend. The work that Dreams Fulfilled Through Music does brings this joy and message to a whole new level as the performers are themselves an inspiration for all to behold. It is a privilege to work on a Board that fosters such an amazing return and value to our community.
Upon graduating from Law School in 1977, Frank went to work for an Entertainment and Sport Management Firm in Beverly Hills, California, Damas Enterprises. While there, he negotiated over 100 contracts with movie studios, TV stations and professional sports teams. His clients included Ahmad Rashad, George Gervin, John Schneider and Whitney Houston.
Frank was offered the CEO position at Morton Katz & Associates Consultants (Theater/Sports Management) in 1981 and he accepted the position and moved to Canada. Frank stayed in that position for four years, increasing the number of consulting clients from 12 to 47. Major accounts included the Alley Theater, Meadowlands, Alliance Theater, the Houston Grand Opera and the San Antonio Symphony. In 1985, he was offered an Executive position with the San Antonio Symphony and he and his family moved to San Antonio at that time. From 1985 until 2008, Frank held senior management positions with the Symphony, the San Antonio Festival and finally Arts San Antonio for which he was President for 20 years. During that time, Frank was directly responsible for producing over 400 events in San Antonio, while also touring San Antonio companies around the state. He was recognized for his presenting prowess in 2005, when he was selected to be 1 or 20 arts presenters from around the country empowered to go to Cuba to act as official US arts ambassadors, fostering the beginning of cultural exchange activities between the two countries.
In 2008, Frank left Arts San Antonio to become the Cultural Affairs Administrator for the City of San Antonio. While in that position, Frank helped to draft the changes in the arts funding guidelines. In 2010, Frank was recognized for his cultural exchange programming with Spain and the Canary Islands, being awarded a certificate of appreciation from the Canary Island Government. In 2011, Frank was recognized by Taiwan for his work, being awarded the “official status” of Cultural Ambassador, one of only nine, non-Taiwanese ever to have been so honored.
In 2014, Frank left the City of San Antonio and has held the CEO position with Magik Theatre since October of that year.
Frank has served on TCA, Mid America and NEA review panels numerous times. Frank has served as Vice President of Texans For The Arts and President of the Cultural Alliance of San Antonio

Dreams Fulfilled through Music has proven that it can make a difference in the lives of children with disabilities. As an organization we are committed to move forward and reach the next level. When we see a child with a disability play a musical instrument and read music we are witnessing the brain sparking in front of our eyes, we reach a “Wow” moment. Those moments motivate us to continue and realize that we have made a breakthrough in the life of a child or an adult with a disability.
What has made Dreams Fulfilled through Music successful is that our team leads with their hearts and minds. In the coming year we will be implementing a strategic planning process identifying strategies that will best enable us to advance our mission. We will engage staff and board members in the process and become committed to measurable goals, approve priorities for implementation, and also commit to revisiting our organization’s strategies on an ongoing basis. We are committed to looking ahead and planning for the future.
Javier Morales, Founder of Parents Ask is a successful Grant Writer and author of Parental Involvement Factors That Impact School Readiness Among Pre-School Age Children Of Migrant Farm workers (Education Among Children Of Farm workers) who has more than 20 years’ experience advocating for Special Education and Migrant Education. Javier’s resourceful networking has led to many successful projects. Morales has been advocating and promoting the educational rights of students with disabilities focusing on the specific population of parents who are not able to read or speak English. As a result, he has developed unparalleled experience and expertise in special education.
Javier believes every person is a unique human being with his/her own story, identity and culture in history. He strongly believes that “If you plan for a year, plant wheat. If you plan for a decade, plant trees. If you are planning for a lifetime, educate people.”
